The Interreg IPA Adrion transnational cooperation programme 2021-2027 opens the second call for project proposals and invites interested public and private organisations to submit project proposals. The public institution "Regional Development Agency of the Primorje-Gorski Kotar County" was founded at the end of 2017 by the Primorje-Gorski Kotar County, with the purpose of coordinating and encouraging sustainable, balanced regional development of the county, and attracting potential investors in key activities characteristic for the development of this area. The agency is a support center for Primorje-Gorski Kotar County and legal entities owned by it, local self-government units from the county and their legal bodies, through activities of advisory and expert assistance in the preparation and implementation of development projects, both local and regional, as well as of national significance. . In the role of regional coordinator for the area of ​​Primorje-Gorski Kotar County, the Agency was established based on the Law on Regional Development.

The Agency's activities are based on the development vision of the Primorje-Gorski Kotar County, which reads as follows: "The Primorje-Gorski Kotar County is a competitive, sustainable and socially fair region that is desirable for living and working."
