The development plan is a medium-term act of strategic planning of importance for the unit of regional (regional) self-government, which is adopted instead of county development strategies.

The development plan defines special goals for the implementation of strategic goals from long-term strategic planning acts (National Development Strategy, sectoral and multi-sectoral strategies) and it must be harmonized with national plans and spatial plans adopted at the local and regional level.

The development plan of the Primorje-Gorski Kotar County is adopted in order to define the direction of the further development of the Primorje-Gorski Kotar County and to provide a strategic basis for managing the development of the Primorje-Gorski Kotar County in accordance with the needs of the residents, with efficient and sustainable use of available resources.

The development plan is adopted by the County Assembly of the Primorje-Gorski Kotar County, after previously obtaining the opinion of the Partner Council of the Primorje-Gorski Kotar County.

The responsible party for the development of the Development Plan, based on the Regulation on Guidelines for the Development of Strategic Planning Acts of National Importance and Importance for Local and Regional Self-Government Units, is the Primorje-Gorski Kotar County, and the developer, or coordinator of the development, is the public institution "Regional Development Agency of the Primorje-Gorski Kotar County".

Numerous stakeholders from the public sector, civil society, representatives of the academic community, the private sector, etc. were involved in the creation of the Development Plan of the Primorje-Gorski Kotar County.
Stakeholders are divided into working groups, which represent an advisory body in the preparation of the strategic document:
1. Working team for the development of the Development Plan of the Primorje-Gorski Kotar County;
2. Thematic working groups for the preparation of the Development Plan of the Primorje-Gorski Kotar County:

1. Economy, regional competitiveness, tourism and creative society
   b. Health and quality of life,
   c. Demography, employment and youth,
   d. Traffic, mobility, infrastructure and digital society,
   e. Sustainable management of resources, environmental protection and energy,
   f. Science and education;

3. Advice for monitoring the preparation of the Development Plan of the Primorje-Gorski Kotar County i
4. Focus group for Gorski kotar and rural development, for the preparation of the Development Plan of the Primorje-Gorski Kotar County.
