The Act on Regional Development of the Republic of Croatia (Official Gazette No. 147/14, 123/17 and 118/18) regulates the objectives and principles of regional development management in the Republic of Croatia, regional development policy planning documents, bodies responsible for regional development management, assessment of the level of development of local and regional self-government units, the method of determining urban and assisted areas, encouraging the development of assisted areas, implementation, monitoring and reporting on the implementation of regional development policy for the purpose of using European Union funds as efficiently as possible.

For the purpose of effective coordination and encouragement of regional development of regional self-government units, the Primorje-Gorski Kotar County established the public institution "Regional Development Agency of the Primorje-Gorski Kotar County", which performs the tasks of the regional coordinator for the Primorje-Gorski Kotar County.

Regional coordinators perform the following tasks:

• prepare county development strategies and other strategic and development documents for the area of ​​the county and their implementation documents for which they are authorized by the founder and/or co-founders,
• perform professional and advisory work in connection with the implementation of the county development strategy and other strategic, development and implementation documents for the county area and report to the founders and the competent ministry on their implementation,
• check the compliance of the strategic planning documents of the county's development with hierarchically higher strategic planning documents and make decisions confirming compliance,
• provide professional assistance in the preparation and implementation of support programs for public law bodies and public institutions from the territory of their county, which are founded by the Republic of Croatia or counties, in the preparation and implementation of development projects of interest for the development of the county, especially projects co-financed with funds from structural and investment funds of the European Union ,
• provide professional assistance in the preparation and implementation of development projects of public law bodies and public institutions from the territory of their county, which are founded by the Republic of Croatia or units of local and regional (regional) self-government, and which are of interest to the development of the county, as well as joint development projects of interest to the development of several counties,
• implement county development programs authorized by the founder and/or co-founders,
• implement programs of the Ministry and other central bodies of state administration related to more even regional development,
• monitoring the database of development projects of importance for the development of the county in the central electronic register of development projects,
• cooperate with the competent ministry and all other relevant stakeholders on strategic planning and development management for the county area,
• perform tasks for the needs of the county partnership,
• participate in the work of partner councils and
• perform other tasks for which they are registered.
